*Zilla Panchayat President Pushpa Amarnath onFriday presented an outlay of Rs 969.96 crore for the year 2015-16. It includesRs 348.8 crore for the planned sector and Rs 621.0 crore for the non-planning sector.*
Presenting the budget, Pushpa said 'when compared to previous fiscal, the allocations for planned expenditure has bulged by 15.53 per cent and non-planning expenditure- 0.41 per cent. Among the grants allocated, majority of Rs 619.3 crore is set aside for salaried purpose. However, the lion share of 76 per cent (Rs 470.72 crore) in the salary head goes to education department.
Similarly, the ZP intends to spendRs 142.63 crore on the implementation of various programmes under primary education for the current fiscal, against Rs 141.7 crore in the previous year, followed by Rs 11.22 crore to provide aid to private high schools and Rs 82 lakh for the reimbursement of fees (SSLCexam fee and school fee) of 59,123 students in different high schools, including SC, ST and other students.
An additional Rs 15 lakh has been set aside for the repair works of government high school buildings taking the total amount to Rs 50 lakh against Rs 35 lakh released for 20 schools in the previous year. To ensure furnitures at schools, an additional 10 lakh has been set aside taking the total to Rs 25 lakh against Rs 15 lakh earlier.
For SC, ST welfare, an amount of Rs 28.68 crore is set aside under planned expenditure, Rs 17.66 crore under non-planning and Rs 10.8 crore under special cell plan. Under Right to Forest Act, an amount ofRs 10.90 crore is intended to be spent under planning and Rs 11.79 crore under non-planning expenditure.
*Action plan*
Following an appeal from a section of the members to see to it that funds will not lapse like previous fiscal, the ZP president assured to prepare action plan within one month as the government has already sanctioned the first installment of budgetary allocations.
